South Carolina vs North Carolina

As i was driving from Greenville Sc to Charlotte NC I noticed a change the second you crossed the state line. Once I crossed into NC, immediately the road pavement changed. It went from SC potholes to NC smooth sailing. Why is it every state out due SC. Even on a dirt road in SC there is no pavement until the road crosses over to NC and of course the pavement starts. Damn SC lets get it together.
